The Nevada Department of Business named Ned Gaines acting commissioner at the Nevada Division of Insurance.
The appointment follows the departure of Scott Kipper, who had served as commissioner since 2023. Recruitment to fill the position on a permanent basis will be conducted.
Kipper served three times as Nevada’s insurance commissioner, showcasing an unprecedented third stint as the state’s insurance regulator. Kipper’s first go as Nevada Insurance Commissioner was from 2008 to 2010. He was appointed commissioner again in 2011, holding the office through 2015.
Gaines has more than 25 years of experience in the insurance industry, joining the Nevada Division of Insurance in April 2025 as the chief deputy commissioner. He previously served 12 years with the Washington Office of Insurance Commissioner, most recently as the deputy commissioner of rates, forms & provider networks. Before that, he worked for several national property & casualty insurers as a compliance manager, claims manager, claims adjuster and agent.
