
The Governing Board of the California Earthquake Authority (CEA) named Tom Welsh CEO.
Welsh was the chief legal and compliance officer. He has served as the interim CEO since January.
He joined the CEA in 2019 as general counsel. He has worked with the CEA as outside counsel since the organization’s creation following the 1994 Northridge earthquake. Prior to the CEA, Welsh was a partner at Orrick, Herrington & Sutcliffe LLP and the managing partner of Orrick’s Sacramento, California office.
Welsh also served as outside counsel to the insurance commissioner’s conservation and liquidation office for 28 years.
The CEA is California’s provider of residential earthquake insurance.
