Investigators with the California Department of Insurance Criminal Investigations Branch served a search warrant yesterday at Border Pacific Insurance Services in San Ysidro. The owner of Border Pacific Insurance Services allegedly sold hundreds of phony insurance policies to unsuspecting consumers, primarily in the Hispanic community.
Investigators believe that when consumers went to the 30-year-old insurance agent to purchase auto insurance, he collected their insurance premiums and then issued bogus proof of insurance identification cards. Since Prasky never submitted the premiums to the insurance companies, consumers who had paid for the coverage were not insured.
