The Texas Legislature wrapped up a two-day special session on July 2, passing bills to keep open five state agencies but failing to address a measure favored by the governor that would have allowed the state to continue contracting with private companies for building and operating toll roads.
Passed were House Bill 1, a transportation bill, and Senate Bill 2, a Sunset safety net bill that keeps in operation the Department of Insurance, the Department of Transportation and three other state agencies for two more years.
The legislature meets again in 2011; lawmakers at that time are expected to consider the more extensive Sunset legislation that would examine and possibly make changes to the operations of those agencies.
