OneBeacon Insurance Group is forming a specialty business that will target government entities with property and casualty products.

Managing this business will be Josette Kiel, joined by Jeffrey Richardson and Bradley York.

OneBeacon Government Risk Solutions is the second new business formed since the company’s IPO in November 2006.

OneBeacon’s principal business office is in Boston, Mass.
