Martha A. Lees has been named deputy superintendent and general counsel of the New York State Insurance Department.

She advises the superintendent on legal matters and oversees the preparation of legal opinions, the promulgation of regulations and the management of all litigation involving the department. She also chairs chairs the Multi-State Issues and Tax Subgroups of the Department’s New York Insurance Exchange Working Group and is counsel to the Superintendent’s Insurance Filings Modernization Initiative.

Lees joined the Department after four years at the New York State Attorney General’s office, where she served as assistant attorney general in the Litigation Bureau. She managed state and federal litigation against various New York State agencies, including the Insurance Department, Department of Taxation and Finance, and Office of Real Property Services and handled a variety of complex insurance and tax-related matters.

Prior to her service at the attorney general’s office, Lees spent several years as a full-time law professor. She began her career as a commercial litigator at Cleary, Gottlieb, Steen & Hamilton, after serving as a law clerk to Judge R. Lanier Anderson of the U.S. Court of Appeals for the Eleventh Circuit.
