H. E. Scruggs has been named president and CEO of the Empire Insurance Group effective Sept. 18. He will succeed Robert V. Toppi, who retired. Scruggs has been an executive at various Leucadia operations in recent years.
The Empire Group includes Empire Insurance Company, Allcity Insurance Company and Centurion Insurance Company. The companies specialize in commercial and personal property and casualty insurance business, primarily in the New York metropolitan area.
They provide insurance products for medallion and radio-controlled livery vehicles, general liability coverage, property coverage and workers’ compensation to commercial accounts and private passenger automobile and homeowners products to individuals.
